Gary C. Humphreys, President and CEO
Gary Humphreys has over 40 years of project management experience in both government and commercial environments, specializing in Earned Value Management Systems (EVMS) design, development, and implementation. As the premier consultant in the field of earned value management, he has provided assistance in all phases of project management to hundreds of clients from aerospace firms to utility companies in North America, Australia, and Europe. Within the industry, no one has performed more on-site earned value cost/schedule performance work. He is a frequent presenter and keynote speaker on a variety of performance measurement related subjects for association conferences, meetings, and software user groups.
Mr. Humphreys’ past experience demonstrates his depth of knowledge and passion for earned value management. He was the first U.S. Army Team Director to conduct an EVMS Tri-Service Demonstration and led numerous EVMS Validation Reviews. As both a Team Member and Team Director, Mr. Humphreys has assisted, evaluated, and directed review teams leading to successful system acceptances.
He was elected to the Nine Man Committee for increasing the cost effectiveness of earned value and led the Fifteen Man Industry Committee to modify traditional documentation and interpretation of earned value to be more compatible with efficient, economical production management control techniques. As a member of the Integrated Program Management Initiative Joint Team, Mr. Humphreys received DoD's highest acquisition award, the 1998 David Packard Excellence in Acquisition Award. He is also a recipient of the Whitey H. Driessnack Award for Outstanding Contributions to the Advancement of Performance Management.
He has served as Vice-Chair and Chair of what is now the National Defense Industrial Association (NDIA) Program Management Systems Subcommittee (PMSC). It was through the NDIA PMSC that he orchestrated the first ever survey on EVMS. As a direct result of this survey's findings, the US Government conducted their own survey. These two independent surveys formed the genesis for subsequent revisions to numerous guides and reference material on EVMS. He served as leader of the Total Quality Management (TQM) Process Action Team (PAT) for streamlining business system descriptions for performance measurement and management applications. He was also part of the eight person team that developed the EIA-748 Standard for Earned Value Management Systems.
Under his leadership, the Performance Management Association (PMA) (now the College of Performance Management) achieved importance as a policy influencing group. He initiated international Chapters in Australia as well as new US Chapters.
He authored the first and second editions of Project Management Using Earned Value published in 2002 and 2011. He was a co-author of Project and Production Scheduling, published in 1987. He has also written numerous articles on subjects related to project management and earned value.
Mr. Humphreys holds a Bachelor of Science from the University of California at Berkeley and a Masters in Business Administration from the University of Southern California.

Paul F. Bolinger
Mr. Bolinger has over 40 years of project management and Earned Value Management System (EVMS) experience in the aerospace, electronics, shipbuilding, nuclear, and semiconductor industries. He is a master scheduler with an extensive background in developing, maintaining, and analyzing network schedules as well as resource analysis and schedule risk assessments for large, complex projects. He is an experienced executive with a long history of successfully designing, implementing, and managing systems for planning, measuring, and controlling projects in a variety of demanding environments including high growth, high tech, and manufacturing. He has been instrumental in helping clients propose, win, baseline, and manage multi-billion dollar development programs as well as design and implement EVM Systems. He is a superb mentor and hands-on instructor. He is well versed in helping clients successfully navigate a variety of customer EVMS reviews. As a certified Scrum Master, he also has extensive experience integrating Agile product development methodologies with EVMS processes.
R. M. (Ric) Brock
Mr. Brock has been actively applying his skills in program management, operations leadership, and quality assurance in government and commercial environments since 1981. He has proven skills in operations leadership, strategic planning, organizational development and team building, quality assurance and management, business development, program management, production and material management, planning and scheduling, schedule analysis, enterprise and manufacturing resource planning systems, cost estimating systems, and and Earned Value Management Systems (EVMS). Ric has directed and participated in the design, development, and implementation of numerous program management, quality assurance, enterprise and manufacturing resource planning, accounting, cost estimating, and EVM systems. He has assisted various companies in developing systems and requirements, evaluating and developing software solutions, and navigating compliance with Federal Acquisition requirements. Ric has developed and delivered training courses in program management, scheduling, team building, quality management, material management, production management and inventory control, cost estimating, process reengineering, and EVMS.
Lindsay R. Davis
Ms. Davis has 20 years of project management, planning and scheduling, and Earned Value Management Systems (EVMS) experience in a variety of government contracting environments including aerospace and defense, energy, shipbuilding, and construction. She has provided a variety of EVM related training, participated in Integrated Baseline Reviews (IBRs), and supported various defense contractors, Los Alamos National Lab, and NASA in EVMS implementation analysis, surveillance, and compliance reviews. She is also well versed in the rigors of government compliance reviews in support of the Defense Contract Management Agency (DCMA).
Yancy S. Qualls
Mr. Qualls has over 30 years of program scheduling and Earned Value Management (EVM) experience on both government and commercial projects. He is co-lead of the team that owns the Planning & Scheduling Excellence Guide (PASEG) and serves on the Board of Directors of the National Defense Industrial Association (NDIA) Integrated Program Management Division (IPMD). Mr. Qualls has over 20 years of experience creating and delivering project scheduling training. Mr. Qualls also excels in creating scheduling process guidelines and procedures that not only support effective project management but are also compliant with the EIA-748 Standard for Earned Value Management Systems Guidelines. He is also skilled in developing, implementing, and maintaining complex project schedules and has experience conducting schedule analysis as a member of review teams and in preparation for customer compliance or surveillance reviews. Mr. Qualls earned a B.S. in Industrial Engineering from Texas A&M University and an MBA from Texas Christian University.
J. Greg Smith
Mr. Smith has over 30 years of leadership and hands-on experience in project controls, project management, training, and business management. He has managed geographically dispersed workforces responsible for project cost controls and scheduling for Northrop Grumman and L-3 Communications. He has led and supported industry as well as government efforts to implement and operate Earned Value Management Systems (EVMS) throughout the US and Canada. He has developed and taught numerous classes on the subject of earned value, scheduling, and project management. He has a long history of successful government, industry, and consulting experience in all aspects of cost and schedule management. He was the NASA Program Control Lead and Review Team Chief on major programs such as the Space Station, Space Shuttle, Orbiter Production, and Extra-Vehicular Activity. Mr. Smith has led numerous Earned Value reviews at DOE contractors using the DOE EVMS Compliance Review Standard Operating Procedure (ECRSOP). His H&A teams were the first to use the current DOE Guidance as their testing protocol and has used this as the model for a number of contractor EVMS evaluations. He is also a member of the Energy Facility Contractors Group (EFCOG).
