Earned Value Management Consultant
H&A is looking for individuals with 15 or more years of earned value management system (EVMS) experience. The individual should be well versed in designing, implementing, documenting, and auditing EVM systems for various government agency requirements such as the DoD, DOE, NASA, HHS, DHS, FAA, NSA, NGA, NRO, and CIA.
The ideal candidate should have a deep and broad range of hands-on expertise in all disciplines of project management and project finance. Flexibility and versatility are key characteristics. Successful candidates are mature and self-reliant leaders with an intrinsic knowledge of how to execute in a program or project environment. They thrive in a fast-paced and constantly changing environment where business objectives shift on a daily basis, requiring consultants to learn quickly to ensure client delivery success.
H&A consultants frequently have held senior positions in government and industry as program directors, program managers, planning and control managers, finance managers, proposal managers, industry executives, EVMS focal points, and corporate officers.
Minimum Qualifications
- Bachelor's degree in business administration or equivalent 4-year degree.
- EVMS experience in more than one process area of the EIA-748 Standard for EVMS, i.e., organizing the work, planning and scheduling the work, authorizing and budgeting the work, cost accounting, performance analysis, and managing changes.
- Experience or familiarity with other business systems such as manufacturing management, production control, procurement/subcontracting, quality control/assurance, engineering, information systems, and accounting systems.
- Extensive knowledge of industry and government agency guidance such as the EIA-748, Planning and Scheduling Excellence Guide (PASEG), DoD EVMS Interpretation Guide (EVMSIG), and DOE Orders or Guides.
- In-depth experience baselining projects with a hands-on role in schedule and cost baseline development or alignment.
- Knowledge of basic training and presentation techniques.
- Leadership position experience in government or industry as program managers, planning and control managers, finance managers, proposal managers, or EVMS focal points.
- Proficient in MS Word, Excel, and PowerPoint.
Preferred Qualifications
- Fifteen years of aerospace or military systems experience in program management or program planning and control.
- Master's degree in business, project management, or finance.
- Senior management experience in government and industry as a program director, industry executive, or corporate officer.
- Project Management Professional (PMP) or Earned Value Professional (EVP) credentials.
- Lean Six-Sigma or Scrum Master certification.
- Working knowledge of industry standard tools such as Oracle Primavera, Microsoft Project, and Deltek Cobra.
- Familiarity with financial systems such as Oracle, Costpoint, Cognos, and SAP.
