Earned Value Management Systems EIA-748-D Intent Guide – dated August 2018

The Intent Guide was created by the National Defense Industrial Association (NDIA) Integrated Program Management Division (IPMD) to provide additional insight into the EIA-748-D Standard for Earned Value Management Systems. The purpose of the document is to provide guidance on documenting how an EVMS complies with the 32 guidelines in Section 2 of the Standard. It also provides additional context to Section 3 of the Standard, EVMS Process Discussion.

The Intent Guide is organized by guideline. For each guideline, the guide discusses the management value, intent, typical attributes, and objective evidence found in typical outputs useful for demonstrating compliance with a specific guideline’s requirements. The Intent Guide is a helpful reference to develop and maintain an EVMS as well as to understand the requirements.

Section 3 in the Intent Guide includes an example compliance map that can be used as a starting point to document how a contractor’s business process complies with the requirements of each guideline. A separate appendix (a Microsoft Word document), compliance map template, is also available to assist in this process. This appendix can be used to assist a company in the development of its own compliance map. This is not however, a requirement.
