Office of Management and Budget (OMB)

OMB Circular A-11, Part 7, Planning, Budgeting, and Acquisition of Capital Assets, is frequently cited in reference to EVM requirements for federal agencies.  The most current requirements can be found in the Supplement to Part 7 (Appendices), the Capital Programming Guide, Supplement to the Office of Management and Budget Circular A-11: Planning, Budgeting and Acquisition of Capital Assets, July 2024.  The entire OMB Circular A-11 Preparation, Submission, and Execution of the Budget (August 2023), including Part 7, can be selected from the list of OMB circulars here:  https://www.whitehouse.gov/omb/information-for-agencies/circulars/.

Federal Acquisition Regulation (FAR)

Government Accountability Office (GAO)

The GAO publications include:

  • GAO Agile Assessment Guide: Best Practices for Agile Adoption and Implementation, September 2020 edition (publication reference GAO-20-590G).  Chapter 7 discusses earned value management best practices in an Agile environment.

  • GAO Cost Estimating and Assessment Guide: Best Practices for Developing and Managing Program Costs, March 2020 edition (publication reference GAO-20-195G).  Chapter 7 includes a discussion on work breakdown structures.  Chapters 17 to 20 discuss earned value management systems.

Department of Defense (DoD)

For DoD related standards, instructions, and other acquisition related documents, these items are available on the http://www.everyspec.com web site.  EVM related items include:

Acquisition Policy and Innovation (API) Integrated Program Management (IPM) Division

The Office of the Assistant Secretary of Defense Acquisition Policy and Innovation (API) Integrated Program Management (IPM) Division is responsible for EVM Policy. See their website at https://www.acq.osd.mil/asda/dpc/api/ipm/index.html. The following content can be found on this website:

Cost Assessment and Program Evaluation (CAPE)

The Cost Assessment Data Enterprise (CADE) initiative is managed within the Office of the Secretary of Defense (OSD) for Cost Assessment and Program Evaluation (CAPE). The CADE website https://cade.osd.mil/ is a useful resource for Cost and Software Data Reporting (CSDR) policy, latest edition of the DoDM 5000.04 CSDR Manual, and related Data Item Descriptions (DIDs).  It also provides a link to the CADE Portal for delivery of CSDR reports.

Defense Contract Management Agency (DCMA)

The DCMA Earned Value Management System Center web site (https://www.dcma.mil/HQ/EVMS/) provides a list of their current Business Practices (BPs) that discusses how they approach EVMS compliance and surveillance reviews.  The current list of BP’s include:
