NASA WBS Handbook – dated November 2021

The NASA WBS Handbook provides program/project teams the necessary instruction and guidance in the best practices for WBS and WBS dictionary development and use for project implementation and management control.  The handbook is for all types of NASA projects including research, development, construction, test and evaluation, and operations.  The handbook provides the WBS development guidance for NASA Headquarters, NASA Centers, the Jet Propulsion Laboratory, inter-government partners, academic institutions, international partners, and contractors.

The handbook includes discussions regarding WBS responsibilities, development considerations, compatibility with internal management systems, WBS coding, and other elements.  It Includes a WBS checklist to ensure that all major factors and scope of work have been considered during WBS development as well as standard WBS level 2 templates and WBS dictionary content descriptions.
