DoDD 5000.01 - The Defense Acquisition System – dated September 9, 2020 – Incorporating Change 1, July 28, 2022
This Department of Defense Directive provides a summary level of the Defense Acquisition System and requires that program managers manage programs consistent with statute and regulatory requirements specified in the Directive. Every PM must establish program goals for cost, schedule, and performance parameters that describe the program over its life cycle. Approved program baseline parameters serve as control objectives. Deviations from approved acquisition program baseline parameters and exit criteria must be documented, recorded, and reported to the Milestone Decision Authority (MDA) or Decision Authority. Flexibility is allowed and PMs may tailor program strategies including documentation of program information, acquisition phases, and timing and scope of decision reviews to fit the particular conditions of a program. This must be consistent with applicable laws and regulations and time sensitivity of the capability need.
