DODI 5000.02 - Operation of the Adaptive Acquisition Framework - dated 23 January 2020 - Incorporating Change 1, June 8, 2022

This Instruction establishes the policy and procedures for managing DoD acquisition programs. It describes the responsibilities of principal acquisition officials as well as the purpose and key characteristics of the acquisition pathways. This instruction describes the procedures for the different acquisition pathways including Middle Tier Acquisitions, Major Capability Acquisitions, Software Acquisitions, Defense Business Systems, and the Acquisition of Services. The related DODI 5000.85 Major Capability Acquisition establishes the policy and prescribes the procedures for programs that require an Earned Value Management System (EVMS).
